Why are Republicans looking for Obama’s budget – the Constitution names the House as the originator of budgets?

Clause 1: All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
This bothers me too, but it’s not isolated to Obama. Presidents have had a huge hand in the budget process for as long as I remember. Wouldn’t it be nice if we actually followed the Constitution again. . . we certainly wouldn’t be having a lot of the problems we are today.
We havent had a budget in nearly two years so who is to blame????

The Federal Budget process begins the first Monday in February of each year and should be concluded by October 1, the start of the new Federal Fiscal Year. In some — make that most — years, the October 1 date is not met. Here is how the process is supposed to work.
The President Submits a Budget Proposal to Congress:
Following the procedure required by the Congressional Budget and Impoundment Control Act of 1974, the President presents a budget proposal for the coming Fiscal Year to Congress on or before the first Monday in February.

The Constitution also says a budget shall be completed by Oct 1 for the next fiscal year. Nancy Pelosi and Harry Reid made no effort to meet this Constitutional requirement and Pres Obama let it pass without comment. They were too busy with Mid-Terms to be bothered.
The Republicans have presented a budget. The Dems don’t like it. Instead of presenting their own they are putting on a circus.
But the President usually presents his own budget to Congress. It is nowhere as detailed as theirs with all the pork and earmarks but outlines what he thinks is necessary for the big picture items like the military.

The Presidential Budget has always( until Obama) been a wish-list. A starting point and not a finish line. It gave the House of Representatives a starting point to work from. Since the conversion from a Democratic Republic to dictatorship on Jan 20 2009, Obama has turned his back on tradition, the constitution, and law. House Resolution 1,US Federal Budget for 2011, passed the House 45 days ago. the Senate has yet to vote on it. Democrats do not like it, so instead of voting on it and letting the chips fall or passing a different budget Democrats want to negotiate it first. This eliminates the separations of power. COngress passes a bill, the senate votes on or passes a different bill. If a different bill is passed by the senate it gets negotiated in Committee. This is how it is done. Democrats in the Senate want to make The House of Representative irrelevant. If Boehner Caves in I will write every TEA Party I know to have their congressmen vote Boehner out. Separations of powers
