Hi I’m Looking for anime with Villains like ones in Spiral or Bubblegum Crisis?

Um, so I guess you want shadowy old guys who stay in the background and let their minions do the dirty work? (As much as I can remember of those shows.)

Princess Tutu, kinda sorta.
Lost Universe
Trouble Chocolate (just toward the end.)
K.O. Beast

That’s all I can think of. But most of them are goofy comedies, and I guess from your examples you prefer serious anime.
